To test what the problem was, I removed the pressure regulater from the oven. I attempted to gently blow though the regulater with my mouth, and no air came out. I blew a lot harder , and very little air came out. I decided that must be the reason the oven wouldn't light. The new regulater would pass a very light puff of breath.
