This is a rubber lip seal that fits around the upper portion of the washer's basket drive tube, preventing water from leaking past the shaft and into the transmission or bearings below. It creates a watertight barrier between the wash tub and the drive mechanism. Replace this seal if you notice water leaking from beneath the washer tub, hear grinding noises during the spin cycle, or find oil residue under the machine.
The noise turned out to be the bottom bearing between the belt pulley and the transmission. Once apart an easy replacement. But you did need some tools to replace the bearing as in snap ring pliers and bearing puller. The water leak was the top rubber seal which is part of the seal kit. I had to make a puller out of some chain and a 2 jaw-bearing puller to the top of the transmission shaft to get the trunnion off but once it was off the rest was a snap. The video was a big help.
