Removing the bottom panel and watching the internals while the washer was running revealed a small drip from what appeared to be a plastic cam that was attached to a solenoid. I took the inlet valve apart, found it was clogged with sediment, so I cleaned it and reinstalled it. Water was still not filing, so I figured the valve was sticking.
