First unplugged the dryer and then removed the bottom panel, removed the springs, unscrewed the broken hinges and removed them. Inserted the new ones, screwed them in place and reattached the springs. Finally put the panel back in place and plugged the dryer back in. The whole process took about 15 minutes If I'd not seen the repair tech remove the panel on another visit it would have taken much longer as it's awkward to remove.
