1. Plastic control panel cover (or face) falls off
2. Two buttons (quick wash and regular wash) do not work; plastic sensor under buttons have broken off.
What parts are necessary to fix these things? Can a novice easily fix these things or should I contact a professional?

The control module front cover 00264946 to repair the button issue. To repair face plate it sounds like the faceplate screws are missing or the facia has broken. You will need to look to see if there are any missing screws. This can be repaired by removing screws holding in place on the inner door panel.
My dishwasher keeps on running and the letter F appears on the front panel, the dishes are not getting clean and dishwasher keeps on running. I took the bottom panel off and checked for water but there wasn't any. Do I need a new panel item number 264946, I already replaced this part once in 2006.

This is usually caused by a bad water valve. If the valve doesn't open fully, it causes a dribble of water to go into the base. This dribble causes enough water to accumulate in the base to activate the flood switch. This will cause the drain pump to run continuously and it will do nothing else. When you go to change the water valve, while you have it removed, you can use a towel to "wick" the water out of the bottom of the unit through the water valve mounting opening. Be careful not to damage the styrofoam float in the base just behind the valve. I normally provide the part number, but the specific part number is dependant on the FD number, which was not posted.
