Answer Hello Keith, The unit should be filling to within an inch of the water touching the heating element. If it isn't, the water inlet valve 00425458 will require replacement. If it is, the pump needs to be opened from inside the unit to check for debris in the pump obstructing the impellers ability to circulate the water.
