Raymond, In most cases when one of the elements on the dual burner is not working is because the element has burnt out. Generally you can use a flashlight to look inside the element through the glass to see if you can determine if there are any burn marks. If so then the element is definitely bad. If you do not see burn mark then you would want to test the continuity of the element across the leads for the element. Also if the smaller element does not come on when you turn on the outer element then this would be a good indication of a bad element as both should come on the dual side.
