Holly, The heater typically would not fail, although it is possible, and the first thing you would want to check would be the defrost heater and defrost thermistor. Test the bimetal for continuity and then check the defrost thermistor for resistance of 5k at room temperature. If there is no continuity on the bimetal or the thermistor is incorrect then you would need to replace that part. If they are good then test the heater for continuity. If there is continuity then the control board would be the issue.
