Answer Hello Randy, Without actually talking to one of the engineers who helped design the machine, it's almost impossible to say whether the filter is used to prevent noise from entering the electronics from the power supply line or if the filter is for preventing noise in the machine from getting into the line. You see, during the design of the machine, the engineers add to the original design to compensate for issues they find during testing.
