Answer Hello John, These are awfully low readings but may be normal if you checked the dc voltages with the harness connected to the clock. You see, if the clock has a problem, this may be a normal voltage drop with the clock "loading" the power supply. If these readings are the same with the clock unplugged, there could be a power supply issue with the main board. As it stands, I would suspect that the clock assembly is the issue. If a bad clock is left connected to a good power supply, this can damage the power supply circuit on the main board.
