Sharee, The condenser fan motor not running would not cause the compressor not to run. The fan motor could cause the relay to blow if the compressor was running with the fan not going. You should look at the freezer thermostat from red to a known neutral for 120 vac to see if it is sending power to the compressor and subsequently the condenser fan motor. The most likely cause will be a bad freezer control or defrost control board or broken wiring
