Harper, The water valve should be the only thing that would cause the unit to continue to run water into the unit in the idle state but to be sure unplug the unit and see if it still runs in. If it does then replace the valve. If it does not then this will be a control board issue. The flow meter is just to measure the amount of water flowing into the unit during the cycle. It is rare for the flow meter to fail but would also normally get an error code for this.
