VT, Usually the LED flashing seven times, indicate an issue in the water heating circuit. Most often, this is due to a low water temperature (the water in the bottom of the tub after the first fill cycle, needs to be at least 120 dgrs.F.) The control has a limited amount of time to heat and increase the water temp. to 140 dgrs.F. You also want to test and make sure there is a resistance reading across the heater element terminals, and the limit thermostat, for a "closed" circuit at room temperature, and the thermistor should read 48 to 52 ohms resistance across the yellow/black and white wires at room temp. as well.
