Jacqui, No, you do not have to have a water filter installed in order for the ice maker or water dispenser to work. There is no "bypass" plug required. When the filter is removed or not installed, the filter housing automatically bypasses the filter and allows the water to flow to the components. You do want to reinstall the water filter cap in the grille area, to keep any dripping to a minimum and for a visually pleasing appearance. Thanks
