Kent, There are two systems, when it comes to a fill cycle on a dishwasher, the "float" or overfill switch, and a maximum fill time, controlled through the board circuitry. Ideally, the float rises with the water level in the tub, the switch opens and the circuit to the fill valve ceases and the water stops. If there is a slow fill issue, and the float switch isn't opened in a preset amount of time(3 to 5 minutes) the control board activates the wash motor and opens the water valve fill circuit and the water stops. At this point, with a new control board and the dishwasher filling and stopping the fill, we need to start checking the motor capacitor and the P9(blue/red) wire and P5(blue/white) wire from the control board to the motor.
