Andrew, If the unit is filling with water but not circulating the water then check to make sure that there is nothing caught in the circulation motor and make sure that the circulation motor is getting 120 Vac to it. With the dishwasher not drying the dishes check the heater to make sure that it is good. It is possible that you have a control board issue but should check these other things first.
