Hello Aaron. It is normal for the motor to move and the belt to be loose. Based on the information you provided, it sounds like the thrust bearing 12002213 is bad and will need to be replaced. Turn the large pulley by hand and make sure the mark on the pull and cam, when reached, releases the brake. if not, replace the kit 12002213.
