Jeff, You will want to check the screens of the water valve to make sure that they are not plugged up. Check to make sure that the unit is not siphoning which you would want to make sure that the drain is not too far into the standpipe. Also check to make sure that you are getting power to the water valve to activate fill. If all of this checks ok with the installation of a new pressure switch and flow meter then the only other cause would be a bad control board.
