Stephanie, your water level is determined by the pressure switch. The pressure switch when satisfied there is enough water in the tub, will stop the water fill and advance the timer into a wash cycle. Check the clear plastic tube that runs from the switch to the air dome on the side of the tub. Blow through it toward the tub end to make sure nothing is restricting the water from going up into the tube. You may try replacing the switch, part number is W10820051
