John, Since the water that comes into the unit on the rinse is cold water then you will want to check the cold water inlet valve screen to make sure that it is not clogged. If clogged then it will need to be cleaned out. Also check for voltage to the inlet valve to make sure that there is power going to the valve at the beginning of the rinse cycle when it is supposed to fill. If there is voltage then the valve is faulty and would need to be replaced.
