Hello Michael, You would want to check to make sure that you are getting 240 vac across the terminal block. If you are not then check each leg of terminal block to find out which one you are losing. Double check you outlet to make sure that you have 240 vac there and that you have 120 off each leg. If no voltage then problem lies in home wiring. If you have voltage at outlet but not at terminal block then you have a bad power cord. If you have voltage at the terminal then you want to recheck your thermals on the side of the heater to make sure that they are good. You can test this with a multi-meter TJMA-DMT3.
