Hi Joe. Normally people will overfill the fabric softner dispenser. It always gets clogged and will not drain well. This cap works on a siphioning effect. It forces water up into the cap inner stem and through the dispenser top hole. You will need to always periodioacally clean this with soap and hot water. If you do not have this part , it is part # WP8540429. Thank you.
