The carburetor has a float valve to control the flow of fuel from the tank to the reservoir. A float valve has three main components - a float, seat, and a needle. When there is adequate fuel level in the carburetor, the float will rise, prompting the needle to close against its seat and prevent overflowing. If the float valve is malfunctioning, it may overflow the carburetor. In some cases, it doesn't provide ample fuel into the carburetor.
