The choke link is used to open and close the choke on the engine. It is used in conjunction with the choke valve to moderate the amount of airflow into the fuel and air mixture, helping to restrict the air when starting the engine. If there is a problem with the choke link, it can cause the engine to have trouble starting, or it might not start at all. If the link is damaged or not properly adjusted, it may not open or close the choke properly. In some instances, it will need an adjustment, but it could also need a replacement.
