Two-part fix. 1) Ordered new lower and upper dishracks removable/adjustable tines from AppliancePartsPros.com along with new plastic clips. Fairly easy to remove the old and snap in the new tines/parts. 2) Unfortunately, the upper dishrack assembly has been out-of-stock (everywhere), so after removing the failed coating and cleaning, I used Re-Rack to "paint" on new coating. Not quite as pretty as I could only find white coat to put on the original grey - but it works.
