I determined that the problem was the wire going to the ignitor at the burner by process of elimination (swapping with the other wires). I then saw that the faulty wire was missing some insulation. (It turns out it was eaten by a mouse). The biggest problem I encountered was that you must remove the ignitors (little white ceramic things with metal centers) first, before opening the range top.
