Removed the PTC start relay from compressor, Removed the PTC from compressor and then removed the bottom cover from PTC and found the ceramic disk had oxidized and some of the metal coating had burned off. Clean the contacts and disk with a wire brush and installed the ceramic disk back in so the metalized part of the ceramic disk made contact with the connector prongs.
Installed back onto compressor and it started right up. This was a temporary fix until I received the new part. Repair was easy.
