The water just sat in bottom of the tub, but the dishes never got wet. The water would drain out at the end of the cycle. I took a chance that it was the circulation pump and not the control panel since everything else seemed to be working. I replaced the circulation pump &motor and the problem was solved. The hardest part was getting the DW out of the cabinet since it was a very tight fit due to the floor tile. The job of replacing the part only took about 15~20 minutes thanks to the repair video.
