I originally replaced the inlet valve and that seemed to fix it for a while but every 6 months it came back. This went on for 2 years until a new inlet valve would not recover from the fault. I tried to replace the water level sensor at the advice of the technician but this did not fix it. Since mechanical things fail first, I looked to the flow meter. Replacing that solved the issue. Maybe the inlet valves were bad originally too, no way to tell. I troubleshot this by listening to the water cycle. When it continued to fill (normally would start and stop a few time) I knew it was related to the filling side.
