I replaced the water inlet valve as suggested by a repairman who replaced the evaporator fan motor. It seems that these 2 failures are normal for these GE refrigerators.
My repair was easy. It took longer trying to put in 2 small screws that connected the new inlet valve to the old Valve Im Water Asm. The holes on the new part were a tad tight. The screws are very small, difficult to pick up.
Water and Ice are now working great.
