I first verified the house panel circuit breaker was not tripped. It wasn't so I removed the bottom kick plate of the unit, using a circuit cricket I verified the power feed to the unit was live.
The bottom kick plate had a trouble shooting guide in a plastic sleeve which I opened and reviewed. Based on information in there it appeared the TOC was likely the issue. (We recently lost power and used a stand by generator. Previously when we did the the dishwasher had a blinking LED on the panel and the reset sequence resolved that but this time no LEDs.) The TOC is in line with the power into the unit and the unit is 9 years old so it seemed reasonable. I turned off the circuit breaker in the house panel, verified power to unit was off with my cricket and removed the front panel. This basically involved removing the top six torx head screws from the top of the door, the panel can then be suspended there with all the wires. Use a flat head screw driver to push the 3 tabs, one left side, two right side to remove black cover. The TOC is on the right side of the panel closest to you as you look at dishwasher, two black wires connect to it. Remove the two wires, used Digital Multimeter to measure impedance between the two blade contacts. The impedance measured high, indicating the TOC was broken.
I ordered the fuse kit, and when it arrived I was only expecting the fuse (TOC) but there were also wires and clips. I pulled the wires off the fuse in the kit, using a small flat head screw driver I removed the TOC from the front panel, (insert flat head between the TOC and the front panel housing to gently pry TOC loose from left side and then the right side). Snap new TOC into same location, push two black (black w/ white stripe) onto the TOC blades. Put panel back together, turn circuit breaker back on and the unit was now functional again.
I had taken this front panel apart at least a dozen times previously after power outage, before learning about the reset sequence and realizing the paper stashed in the plastic behind the kick plate was a trouble shooting guide. If you have not gone through the process of removing the panel and accessing the circuits inside before this job might take you 30+ min depending on your comfort level.
