Our original discussion with a parts rep. led us to change the control panel as we had tested the valves for continuity and had it. Changing the panel did not fix the problem.
As we had power continuity, we then removed the hoses from the cold water valve and checked the flow. The wash fill side of the valve had only a trickle of water, so we ordered a new cold inlet valve and replaced it. Problem solved, washer working like it's new.
