I tested the elements with a multimeter. They seemed to be giving back acceptable resistance values. I then tested the voltage going through the elements and found it to be zero. APP was able to confirm that it must be the control board. It felt a little bit like a gamble, as they will not take returns on installed electronic items such as this, but it paid off. This range is between $1500-2000 new.
