This is a transmission that is intended for use with lawnmowers. A transmission rotates the axle to drive the wheels so that the lawnmower can move. The drive cable component pushes the transmission forward so that it engages the drive belt and spins the transmission pulley when the operator pulls the drive lever up. A new transmission may be needed if the transmission is locked up or if it won't drive the wheels when it is engaged. If, upon visual inspection, it is determined that the transmission is cracked, broken, or damaged in any way, it will need to be replaced if it is affecting the performance of the lawnmower unit.
