Andrew helped me trouble shoot the problem. First I replaced the elments but that did not fix the problem. When I spoke with Andrew he told me how to test the OHMS on the new and old element and they were both readying 26 OHMS. I then replaced the control panel for the clock and oven controls. Has three terminals.
When trouble shooting the problem I found that the light switch housing outer lip was broken allowing the switch to push through mounting surface behind the oven door. This is a slide in range so, I proceeded to pull the range away from the counter where I could unplug the power cord. Once the power was off like located the panel on the right upper side of the unit and removed the screws to allow access to the switch.
