This is a flanged lock nut. It’s designed to apply tension, typically on a joint that needs to have a certain amount of flex. As such, it’s mostly used on snowblower chutes and lawnmower handles. They can remain in place, but with a forgiving connection that can take a beating. The nut size is 3/8, with a thread size of 16. A lock nut will generally last for many years.
