Jeff, If the outer element works but the inner element does not then this will most likely be that the element is bad. The limiter box would normally cause both to not work but may have a cracked element that is unseen or does not read bad for continuity.

CJ, You can look down into the element using a flashlight and see if you see any burn marks on the element. If there is a burn mark then the element is bad. If not then you would want to check the surface unit control board to make sure that it is sending power to the element. If not and the board is getting power then the board would need to be replaced.
