Kyle, The top burner igniters sparking constantly will be caused by a ignition switch that is faulty. The ignition switch part number is 316580620.

Handyman, Replacing the spark module 808608801 Will most likely solve the issue with the cooktop burner ignition issue. But the oven ignition is controlled through the oven thermostat switch 316032411 to the igniter 5304509706 and safety valve 3203459. You're actually working on two different systems. Your first check would need to be at the oven igniter, turn the oven on and set a temperature, and see if the igniter starts to glow. If it does glow, you'll need a clamp on amp meter and check for 3.2 to 3.6 amps while the igniter glows, a low amp draw indicates a weak igniter and it will need to be repalced.
