Scott, It would be recommended to check and make sure that there is nothing caught in the pump housing or the filter first and then if it is clean and this issue is occurring then the pump would be the most likely cause.

Nick, The OE error code will represent that the water is not completely drained within 12 min. With the drain pump being cleared this will either be a weak drain pump where the impeller is bad, the wiring is bad between the pump and the control board or the control board is faulty.
