Hello Sara, As long as the unit is spinning up to speed, this sounds more like a user issue. Give this a try. When you are going to put in the softener, start out with a little less than half of the recommended amount of softener and mix it with hot water to bring the total amount up to the recommended amount. You use hot water to dissolve the softener and a little more than half water to thin the softener. This serves two purposes: It makes the softener mix with the rinse water better and not "cling" to the dispenser and agitator, and it makes the softener rinse out of the clothes better. Remember that the newer the machine, the less water it's designed to use for economic reasons. The less water a machine fills with, the less additives the unit can rinse away. And as an added plus, this will make your softener last longer. At the cost of softener, this will save you quite a bit of money over a years time.

Pierre, The blue ring is a "snap lock" that secures the dispenser to the agitator. You may want to view the video attached to this part number 63580 it may be more helpful. Thanks and Good Luck
