Hello Mark. If the temp is not correct you will need to test the temp sensor WP8053344. If the sensor is good, you have a bad electronic control 3191106. The control has been permanently discontinued by the manufacturer and we don't know of any source or replacement for the part.

Amy, At this point, based on your description, and the wiring diagram, you've damaged the control board 3191106. When you removed the bulb and you heard a "pop" that was a short to chassis ground, and that voltage spike, most likely damaged the control. Remeber to remove power to the range, anytime your dealing with a component that operates on electricity. Thanks

Jimmy, The F5 E3 error indicates a loos or ground or L1 (120 vac) to the range " Loss of 120 VAC across L1 to ground or Q19 circuit error. Check ground continuity on all ground harnesses. Replace control". Your first check should be at the power supply to the range, make sure you have 220 VAC across the L1 and L2 terminals, 120 vac from L1 to N and L2 to N, and a good, solid ground circuit to the chassis. Then consider the control .

Hello Carle. Yes, if there is power coming to the clock assembly, but nothing working, you will need to replace the control 3191106. Make sure there is 240 volts coming to the range. If not, it may prevent the power from coming to the control on the unit.
