Mostly when it comes to microwaves not heating up food, your problem is the high voltage diode, capacitor, or the magnetron. I started with the diode (cheapest of the three parts). I couldn't accurately test the diode as my handheld meter didn't have enough power for the diode checker. Replaced the diode, no change.
