Removed some screws, opened the top of the wash machine, unplugged some wires to remove the part, plugged the wires back into the mew part, put the new water valve into place, secured the water valve with the screw, put the top back on the wash machine, and replaced all remaining screws! I took the front panel off and exposed the mechanism. Inside the shield is a capacitor, so I guessed that the capacitor was bad.
