Diagnosed the system using schematic on back of oven. With power ON (BE VERY CAREFUL - VERY DANGEROUS). Relay board was working - was providing 220VAC to Main Bake Element and Convection Element - even during pre-heat. Temp would not to past 400 - and temp would drop when oven door was opened. The cylinder roller that supports the dryer drum was worn and needed to be replaced. I ordered the idler pulley shaft and associated parts as well since I wasn't sure if these were worn too.
