I don't have a multimeter so couldn't check all voltages or resistances on suspect parts. I assumed it had to be the two thermostat units - the thermostat or the dryer cycling thermostat. These were not expensive parts so ordered both and installed both. Very easy to remove back panel and replace with the new parts, making sure the OEM numbers were the same. This relay is used on multiple types of appliances: Ranges, Cooktops, Wall Ovens, Washers and Dryers.
Troubleshooting was non-trivial. After determining the front-panel switch was not the problem, had to pull the unit out of the countertop slot, pull the top of the stove off to get to the relay area. Then swapped wires between suspected faulty relay and a relay that was still 'clicking' to confirm the fault. Then put everything back together so we could eat until receipt of the new part.
