This is a flanged lock nut. It’s designed to apply tension, typically on a joint that needs to have a certain amount of flex. As such, it’s mostly used on snowblower chutes and lawnmower handles. They can remain in place, but with a forgiving connection that can take a beating. The nut size is 3/8, with a thread size of 16. A lock nut will generally last for many years. However, the silicone ring inside will wear down if it’s frequently tightened and loosened. It needs to be replaced when it will no longer reliably remain in place. Generally, this begins as a symptom of slight slippage and worsens as time goes on. Thankfully, whether it’s being used on a snowblower or a lawnmower, this nut is generally straightforward to access. Simply unscrew the old nut, then screw the new nut on until it’s nice and tight. A carriage bolt is a type of fastener. It features a smooth rounded head and a square domed top. It has threading, which leads to up to the square shoulder.
