This is a small plastic holder that secures the tine clips on the dishwasher rack, keeping the fold-down tines locked in their upright or lowered positions. It snaps onto the rack wire and holds the tine row clips firmly in place. Replace this holder if your rack tines are loose, won't stay folded down, or if the original clip holder is cracked or missing.
Two-part fix. 1) Ordered new lower and upper dishracks removable/adjustable tines from AppliancePartsPros.com along with new plastic clips. Fairly easy to remove the old and snap in the new tines/parts. 2) Unfortunately, the upper dishrack assembly has been out-of-stock (everywhere), so after removing the failed coating and cleaning, I used Re-Rack to "paint" on new coating. I replaced the controller, the thin seal @ the top and the cable in the door and has seemed to resolve the issue. I removed the three screws that were in the upper part of the door handle slot and took out the inner panel screws on the door. No need to take the screws for the hinges out.
