Hello Brian, The F3E0 code indicates the upper oven temperature sensor is open. If the wiring proves to be good, replace the temperature sensor WPW10181986. The unit not turning off could be a stuck relay on the control board WP9762811. If the cancel button causes no beep when pressed, the membrane switch WP9762103 can be the problem.

Answer

Brian, If when you turned the oven off and turned it back on the oven turned on then the issue would be the control board. The relay on the control board for the oven is stuck.
