Hello Pete, This sounds like you may have a poor electrical connection between the terminal block and the surface element circuits. Pull the unit, unplug it and make sure all of the nuts on the terminal block are tight. If this is not the issue and no other problems are located, the infinite switches should be replaced for the surface elements giving the issue. The limiters for each element will turn the power off to the surface elements when a pre-determined temperature has been achieved.
