Joe, The timer is a good guess, and could be the issue, but you need to check or replace the water sensor switch WPW10292584 and check the air tube WP353244 for twists kinks and debris( disconnect the hose from the switch assembly, and blow in the hose.) The sensor switch and air tube hose, tell the timer when the tub has reached the water level, and to start the agitation. If the switch has a faulty circuit or the hose is restricted it can create the scenario you're describing.
